I've expressed my concerns. They've not considered slabs for compressors, foam tanks, electrical needs, etc., no support for risers or control panels and various other things that are not an issue if there is a bldg.

You might be able to hang your hat on "protected from physical damage" and interpret it to mean erosion as well as being run into by a truck. having dealt with a few coal conveyor systems I can easily say that they are going to get ruined unless you carefully locate equipment and separate (enclose) that which can be from the products. You just need to get creative if you really, really want them to do what you want. Otherwise do your due diligence and inform them in writing what your concerns are and let them decide.
