Even with the difference in discharge pattern, if you double the density (to one that has a long history of success for a given occupancy), it isn't a leap of faith that it will work. It was supported by the fact that at the very low densities, the fire was sometimes starting to increase in size at the end of the 10 minute period. That occurrence went away with the slight increase so doubling that provides a high level of confidence.
