The Life Safety Code/101 has an apartment building partial system concept of corridors and a sprinkler inside each door opening into the corridors of existing buildings. That concept is in use for one design option for egress. Sounds like he is trying to make this apply to an exterior fire escape. This would need some research to see what the CT code actually requires.

He wants sprinklers by all windows and doors near exterior fire escapes and sprinklers under the platforms of the FE's. There are no sprinklers currently in the building. When I asked him for the Code reference, he said "You're the design professional, you tell me." The CT Fire Safety Code is a bastardized version of the IFC and NFPA 101 and I can't find any reference to it. Anybody out there heard of such a thing? Todd G.
