NFPA, stick with fire.

A room (you didn't say stall) with only a toilet ?, sure hope there's a sink
before you return to the bar with George and start shaking hands. So yes
there would be a ...thought I was going to say sink, nope, sinks belong in
kitchens if it's in a water closet it's a lavatory. Half bath you say, don't
know about you but I haven't, nor should anyone admit, taking a bath in a
toilet or lavatory.

And we expect fires to know the difference ?

Happy Weekend all !

John

A.3.3.1 Bathroom. A room is still considered a bathroom if it contains just
a toilet. Additionally, two bathrooms can be adjacent to each other and are
considered separate rooms, provided they are enclosed with the required
level of construction.
