In those conditions you do not provide the standard type of fire sprinkler
systems. Buildings are constructed differently and arranged on the site to
minimize fire spread and exposure, where automatic sprinkler systems are
employed they are primarily self contained within the building including
minimal water storage, more use of portable firefighting equipment and chemical
extinguishment. You don't see water tanks and outside fire mains and hydrants.
More stringent fire safety measures and controls are in place.

In areas of permafrost (which suggests very cold all the time) pipe is
run above ground, sometimes steam jacketed. You may want to see what
they do in Siberia, Lapland or the like. There are fire protection
systems at the Antarctic research facilities.
