"I worry about the clients as they're multi-handicapped adults, some were dropped off there as infants."
They are nowhere near self-rescuing, so it would be an I-2 classification. MA Code (section 421) defines a Group Residence as being occupied by residents that capable of self-preservation. The exact classification needs to be further defined. How many residents are there in the building? Five or fewer and it could be classified as Residential per MA Code, but that would need to be further defined. Do they have staff living at the facility or do people work there in shifts 24/7? If the latter, it is a nursing home. I did a system in western CT for virtually the same occupancy a few years ago and fought this battle personally. A PE would probably have to evaluate and sign off on any change in occupancy classification and decrease in coverage. Also, he/she need to be willing to accept the liability for such a judgement.
