We had a few in offsite structures that were removed right before I started because there wasn't any industry standard practice documentation to support them, several buildings started having a lot of false trip issues afterward though. Ultimately we elected to install air vents which seem to have mostly cured the issues. Our main campuses are supplied by large fire pump arrangements that keep the pressures pretty consistent (and high) but off site buildings that didn't need a pump still had one in the type of arrangement you've noted.

Has anyone seen this before? Are there any codes that address something like this?
