This thing sounds like it had a lot of comprises, picking this rule from
here and that rule from there, so, in short it meets no standard. Each
standard pretty much states, "Thou shalt worship no standard other than
this standard, unless it's a loftier standard, then refer to the first
clause of this sentence." Or at the bottom of the menu. "No Substituions."
Have the AHJ give you a list of what paragraphs from what standard apply
(or at least which ones HE has modified) and quit trying to guess. Wearing
a techie hat I have no problem with the EOR or the AHJ changing stuff, I
just like to see it documented so 1. I know what they want, and 2. when it
goes south I'm off the hook.
