The last couple of FM jobs I've done required both a double wall tank and a containment dike.
NFPA 20, 2010 11.4.1.2.4 Fuel tansk shall be enclosed with a wall, curb or dike sufficient to hold the entire capacity of the tank. This isn't in the 2007 edition at least not in the fuel tank section, so it must be new.
