New to NFPA 20 (2013) Section 11.4.1.2.4 "Single wall fuel tanks shall be 
enclosed with a wall, curb, or dike sufficient to hold the entire capacity of 
the tank."

Section 11.4.1.2.8 Tank Venting. If a double-wall tank is installed, the 
interstitial space between the shells of the diesel fuel storage tank shall be 
monitored for leakage and annunciated by the engine drive controller. The 
signal shall be of the supervisory type.

If the requirements of NFPA 20 Section 11.4.1.2.8 are met, a curb or dike is 
not required around the tank per NFPA.

FYI  NFPA 20 refers to NFPA 37 for larger tanks and provides a lot of guidance 
for installation and requirements of these tanks.  For diesel fuel tanks inside 
buildings, NFPA 37 (2010) Section 6.3.2.4 states "Fuel tanks within structures 
shall be provided with spill containment consisting of either a wall, a curb, 
or a dike having a capacity at least equal to that of the largest tank 
enclosed."  Fuel tanks on roofs are allowed to be any approved secondary 
containment means per Section 6.3.4.2 Exception 2.
