Yea, Right, In central PA you lucky to get a flow test within a mile of the 
proposed project and less than a year old. And the engineer of record is 
mechanical engineer who might recognize a sprinkler if you threw it at him. But 
that's another discussion. Tomorrow off 1st in 13 days.

SFPE defines water supply adjustments/evaluations are the responsibility of the 
engineer of record for the project (item d below).  See the white paper on the 
role of the engineer/technician for more details.  Maybe we should allow or 
make the engineers do their job!

Water-based suppression systems:
a) Selection of type of system and components
b) classification of the hazard and commodities to be protected
c) establish the density/flow and design area size
d) determine and confirm the available water supply
e) preliminary system layout and hydraulic calculations to verify adequacy of 
proposed water supply arrangements
f) analysis to identify concerns regarding systems structural support (as
appropriate)
g) analysis to identify any concerns with water quality that would affect the 
proposed systems (as appropriate).

Oh, and BTW, taking those seasonal/local/whatever fluctuations into account IS 
noted in NFPA 13 - so one could argue correctly that it is a requirement of 
"code" (assuming your code references NFPA 13).

How many people, when requesting or performing a flow test or flow model, 
specify that the values be measured at peak
seasonal and peak day demands?   How much fluctuation does a given water
system or zone experience in a day/week/month/year?  How many of us review 
those fluctuations and factor them into a flow test once it's taken?
