And in most of the jurisdictions I work in it is flushed with a garden hose
only. You'd be surprised by the green grass, asphalt, rocks, sticks, burlap
and so I find when it is flushed properly when we tear them apart to find out
what went wrong.

I've had the same UG contractor tell me he never flushes them only to have me
remind him he always does on my projects.

Commissioning project on State Capitol new fire pump recently where we had them
flush the UG the day before the pump test (acceptance) because it had not been
flushed to 1860 gpm...they only did it after I told the GC he bought the pump
if we hear rocks or anything of the sort.

That's pretty much the issue now isn't it? In most of the jurisdictions where
we work, if the work is divided as we are discussing, then to hydrostatic test
and two flushes are required. The problem for the owner is when a leak occurs
or some sort of inspection card goes missing, and then you have two different
contractors pointing their fingers at each other.

Who flushes all of it in accordance with 13 & 24? Who accepts the liability for
all of it?
