905.4 (1) - intermediate level for hose valves, Unless Otherwise Approved.
 NFPA 14 - 7.3.2 (1) at main floor landings OR
7.3.2.1 allows connection on intermediate landings where required by the AHJ.

Regardless of whether or not the specific paragraph mentions NFPA 14, NFPA 14 
is the adopted Standard for Standpipes per the Code per 905.2.

This is one item that I make the call to the local FD and find out what the 
local preference will be.  No point in guessing.

IFC (2012) 905.4.1 requires hose valves to be on intermediate landings, unless 
approved otherwise. NFPA 14 (2010) 7.3.2 requires hose valves to be on the main 
landing, unless required otherwise, per 7.3.2.1. The IFC specifically 
references NFPA 14-10 for 905.4.2, but not 905.4.1.

My question is, when both documents are referenced as adopted standards, with 
no exceptions mentioned, which document takes precedence?
