I had my designer send the guy an email stating that they were U.L. listed for 
use in lay in ceiling grids and that uplift was part of the testing.
She also copied excerpts from NFPA 13, 2007 (the edition currently in use in 
PA) 9.2.1.3.3.3 an A9.2.1.3.3.3.
He emailed her back saying OK he just wanted to be sure someone had addressed 
the issue.

The last problem I had like this Richard was in Reno, 1979.
A Corp of Engineers guy told me I couldn't use toggles in precast
hollow core concrete panels because it wasn't metal lath and plaster.
Since then though it seems like all the AHJs i deal with get smarter
every year.
