I think it's something about the phrasing.  That link is named for the
type of people expected to want it.  The other links are named for the
type of thing they link to.  Maybe "Development" would be better, but
...

The first thing I tried was to click on "Site map", which has a
breakdown of some of the top-level tabs.  If it had a breakdown of
what's under "Developers", that would be pretty reasonable to my mind.
 Since this section has stuff relevant to both people developing
SQLite and people using it, I think it's reasonable to be pretty high
up in the tree.

Also, most stuff under "Developers" could be fairly considered forms
of "Documentation" or "Support".  Even "Support" could be fairly
broken up between the email info (which is sort of groupable with
"Documentation" or "Developers") and the part about purchased support
contracts (which you could maybe group with "License" somehow).

Lastly, I'm inclined to remove the "Home" link, and just make sure the
logo always links to the top page.  It's not so much that the link is
redundant, more that it's just not that useful, since the home page is
mostly just background info for people fresh to the product.  Once
they've browsed down into things, they probably don't need to pop back
up.  Of course, people coming in via a deep link from a search engine
might want to pop back up, but I'd think that they'd mostly be able to
figure it out, or click "Site Map" and then click the relevant link.

Hmm, and "About" might be a more descriptive name for what's currently
labeled "Home".  Most sites have a "Home" page, which is just a
launchpad to more specific info, and an "About" page which tells you
about the site.  In this case they're one and the same, so I think the
more specific label works better.
