I have no idea how to do this...
...and, as far as I can see, there is nothing on the seamonkey.org site
pointing to any method for reporting bugs.
I did attempt to post mozilla bug issues years ago and found that it was
a frustrating and maddening process.
Give me a link and I will make the original post.

Go to Google and type Bugzilla. locate the link for Mozilla Bugzilla.
sign up for an account. Log in and carefully follow directions to
research for a bug with similar description. Most likely even if do the
search and comes up with none. Usually someone will come up with a
duplicate. Don't worry you tried to find a duplicate.
Once you become a member and post bugs and comments, be prepared for
some one making light of your bugs and comments at some point. The
majority are developers and developers don't appreciate bugs or comments
from outside. Many (not all) come off as condescending, but don't let
that stop you. The majority of developers don't believe users know what
they are talking about.
