Yeah, I guess. To be honest, I don't really see where a web browser would benefit from notifications.

If the core Growl code isn't too obfuscated, it might be viable to use it to create a Growl plug-in for SeaMonkey. That'd enable users to disable the XUL notifications and let SeaMonkey talk to Growl directly.
