Ummm, they already have this camera. They use it in Euro meets, it's been used for awhile now.
These meets can somehow only warrant 1 hour of TV time right now, usually shown in an undesirable time slot like Friday night, or a different night at 1 AM. How is it that "HHUUUuuuFFFF .... HhhUUUUFFff" and the rhythmic slapping of spikes is going to entice non-track-fans to watch track that is already on TV now? If they want heavy breathing they can go to the strip club.
