Their presence is easily explained: they're official, about as official
as you can get. Sources? NPE, road signs, and the boundaries tend to
follow physical features, which we can map independently.

This is the one category of data that Ordnance Survey really should be
forced to give away for free and without restriction. The only reason
the boundaries are plotted on OS maps in the first place is because
councils have to.
