The NSG is used by commercial cartographers, and is how Google, Bing,
OS, et al tell the difference between tertiary and residential routes.
Interesting that this discussion should arise now. While investigating
why MapQuest Open wasn't joining a roundabout[0] near me to the roads
leading to it recently (the answer seems to be that MQO doesn't render
tertiary_link) I stumbled upon a changeset[1] that highlighted questions
I already had about the tagging of roads in Mickleover.

For example, I'm fairly sure Ladybank Road and Hedingham Way should be
highway=residential, and Vicarage Road and Catterick Drive certainly
don't feel like tertiary roads, even if they are part of the Mickleover
bus route.  I was certain I'd seem some guidance on the wiki as to what
visual clues indicate a road's likely designation, but didn't
immediately find it, so added it to the to-do list.

If I were to follow the guidelines in that changeset, Uttoxeter Road
(B5020) would be a tertiary road, and Etwall Road would be
unclassified.  I don't know which roads are maintained by the Highways
Agency, but my gut says that the A38 would be a trunk road, and the A516
might be primary.
