Completely agree . You need to cleverly give the benefits almost like you are convincing a business client . One thing I could give is Apart from croud sourcing , data availability you could definitely pitch for localised maps . Localised for that town council . If there is huge support from the Town council I bet we(you me or anyone) could make a huge change in the way local data is presented and harnessed by websites,print etc ! Go for it .
