That is overwhelmingly the case for Africa - while there are some actual tracks there, there is a large number of unclassified unpaved roads and even residential ones that are modeled as tracks.
Rendering ways with surface=(ground|dirt|gravel|sand) with a distinctive texture would probably encourage those well-meaning contributors to correct tagging.
