I believe it's a good idea. At present, any OSM user (and all OsmCha users, are OSM users) can leave any comment to a changeset, whether or not the mapper asked for any. Earlier, I filed a ticket to enhance OsmCha behavior. Instead of posting a default message, the reviewer should leave details outlining how the changeset could be improved (or why they think it's bad.)
