To anyone interested, I'm not sure if this issue has been corrected, or if Miguel's "trick" caused it, but I ran the 5.1.6.2 MSI today and, for the first time in over a year, NEITHER of the address drop-lists was missing after the install completed and TheBat restarted.
I've got my fingers crossed, hoping that I can forget about this issue forever!
