The thing that we've discovered is that arms usually block a significant 
amount of front-to-back airflow, which really hurts the cooling process 
for the affected servers.  At least, this is true for all the arms we've 
seen.

So, while we used to use arms quite a bit, now the facilities guys rip 
them out every opportunity they get.  The cooling problems just aren't 
worth the minimal added value they provide.
