powerman is my prefered tool for this sort of thing;  it means I can
buy different brands of PDUs (and pdus without multi-user capabilities)
and have multi-user capabilities.

I was suggesting buying an 8 port pdu per customer.   but yeah, 8 power
ports is way overkill for 4 amps, so a larger pdu with multi-user
access, native, or through power man, is certainly cheaper... though
giving everyone their own PDU does make a much 
cleaner "yours vs. mine" deliniation.
