in the usa, translations are considered derived works by law.
but let me make another suggestion:
a few of us have been working on a metadata description for the LDP
document, but it need not be restricted to the LDP. in fact it would be
good if it were not. it's based on dublin core elements and would work
with docbook. the metadata would be independent of the document (or data
object) if so desired--think of it like a MARC record or a Library of
Congress entry. one field proposed is license. this would mean that the
author could specify what license is used by her document.
so you could in theory search for a document under GPL in Polish on modem
set up and find the document somewhere.
if you'd like, i will post the metadata description here as well as a
link to our first cut at an on-line form that creates an XML entry for the
metadata database.
please don't drown yourselves in endless licensing discussions when you
can offer choices.
