In the screenshot you see a tiddler 'testtest' referred to in the comment, which doesn't exist yet. Clicking on 'testtest' the proto- tiddler opens with the familiar "Double-click to create it" line. However double-clicking does nothing. Instead you have to click on the 'Create a copy' icon.
