You have just confirmed what I was saying, pool members do not look if
service is available from their provider before trying to connect to the
other side of the planet :

ntpq -pn mail.sympatico.ca
      remote refid st t when poll reach delay offset
jitter
==============================================================================
*206.47.60.230   206.47.60.179    4 u  483 1024  377    0.470    0.193
0.210

ntpq -pn www.sympatico.ca
      remote refid st t when poll reach delay offset
jitter
==============================================================================
*206.47.60.179   128.100.56.135   3 u  120  128  377    1.890    0.262
0.120

Hmmm... Ok then, Sympatico put ntp servers on their most used and obvious
servers, "but it's not for customer consumption" so therefore we need the
pool to save the world.
