It is not really the right place to make promotion.

This doesn't necessary give the real image of the greater contributors.
Also it forgets the contribution of the translators, the testers, the
reviewers etc.
I don't see why the guys who wrote the code should have a better advertising
and not the others.

If there is no rules then it is a weak point for disagrements.
