There is an easier way to do that. If you use the "Raspberry Pi Imager",
you can choose "Misc utility images" and then "Raspberry Pi 4 EEPROM
boot recovery" and flash that to a SD card. Then simply put it in the Pi
and wait till the green LED flashes rapidly. If you connect the PI to a
monitor you would see a green screen. Then switch it off, take the SD
card out and that's all.
