Those are good questions. I believe the answers would be:
Locked portlets will always be at the top of their current column.
Locked portlets can be present in any column
Locked portlets can only be moved by privileged users (likely admins).
Users with privilege could drag and drop locked portlets just like other
portlets, though their position will follow normal locked portlet rules
(always at the top of the column and ordered by priority). This may
require changes to uPortal to accomplish. An indication should be given
to admin users which portlets are locked. I'll think through that
interaction and come up with a design.

Just to clarify: Locked portlets will always be at the top of their

are not restricted to the leftmost column?
Assuming that locked portlets can exist in any column, can they be
moved between columns?
