Hi :) Again that is something MS has been pretty clever about. Their new format (the one that only works on the same machine, the same OS and the same version of MSO) has the same name as something they pushed through as an ISO standard and it has all the right words in it, such as Office and Open. So even though their implementations are not open they can claim the standard is and when that standard is implemented and doesn't work they can claim it's the fault of the 3rd party.
