You and me both! I think it's a shame we didn't just use increasing numbers for releases. There was a vote on what the versioning scheme should be before we decided on a release schedule - completely the wrong way around! Mind you, the numbering scheme is close to the pre-Apache scheme, in that the IDE version was never semantic versioning either - they were all major releases. And all required a full reinstallation, rather than being delivered by updates. The difference is we've sped things up a bit, which seems to confuse the situation more.
