The Change Case function would be useful if you had typed a block of
text with Caps Lock being on the whole while unnoticed (obviously being
good enough at typing not to have to look at the screen whilst doing
so). So now your upper cases are lower, and vice versa. So instead of
having to delete it all and retype it, you can selct it all and go to
Change Case.

On the other hand, if you want to change the font, from Arial to Times
New Roman, etc, you would use the Font Effects function.

Yes!

Change case actually changes the case of the characters.

Font effects leaves the characters as they are, but formats the display
of  
the fonts.
