thanks everyone for the responses. Unrelated hardware issues necessitated a reinstall, so I did a fresh install of 10.04. this time I used apt-get to install more packages (user, admin, example, etc) and everything is working as expected. I suspect my original problem was probably due to missing packages, but we'll never know.
