Dave, since you no longer distribute qcad because of licensing reasons, I
reccomend looking at:

PythonCAD    http://www.pythoncad.org

Among the GPL or free software licensed CAD programs that I have looked at,
this one is the most mature.

It uses GTK and python (obviously).  I haven't tried it out on windows.  It
seems still pretty alpha/beta/gamma/whatever, but I think it would be a great
program to include.
