Fortunately, this should not be too much of a problem for VASSAL. Most text is 
displayed in auto-expanding containers:

 Button texts: buttons resize automatically
 Button tooltips: tooltip text popup resizes automatically
 Messages to the Chat Window: unlimited room
 Menu Options: Menus resize automatically
 Dialog messages and buttons: All resize automatically.
 VASSAL configuration dialogs: All auto-resize as needed.

There may be issues with more advanced usage e.g. Using GamePieceImages to 
create Cards with extensive text on them. There may well be no room for 
translated text and no room to expand. This sort of thing will need to be 
handled on a module by module basis. Some modules may need some redesign to be 
translatable.

That's your problem :)

However, I will be building some useful translation assistance tools into 
VASSAL itself to help with this, you won't need to plough through raw 
properties files. Unless you want to.
