But it's not just details. That's the point. A flexible and transparent
development model (transparent as in "people will be able to gauge the
success of inclusion of their patches, or at least will receive official
feedback in a reasonable amount of time") is crucial for motivating
potential contributors. How would your suggested evolving concretely
improve things otherwise? People will just magically contribute better
patches at some point? Even if that were to happen that would still
require Bram to spend time reviewing all of them, so we're back to
square one as that is exactly what he doesn't have enough time to do.

Like I said, it's a good idea in theory but I don't think it would work
out without any other changes. If it could work out something like that
would most likely have already happened by now given how long Vim has
been around.
