I would think that only having 8 gig available would be a major problem, but
that's because I have a lot of apps. Whether or not to upgrade would depend
on what you plan to use the phone for.

I'm running IOS 8 on my 4S. I have the same bugs that still afflict all
IOS 8 VoiceOver users regardless of the handset they're using. In
addition, I suspect I still get VoiceOver restarts a bit more frequently
than might be seen on other handsets. It isn't frequent though.
Performance is good in general, but I do get some slowness on some
complex web pages and email messages. LinkedIn is a good example. If you
are looking for a particular feature in IOS 8 then I'd go for it. I'd
probably go for it now in any case since I'm sure there are apps that
aren't getting updated as long as you're running IOS 7.
