He is a minimal user- few apps, and actually uses mostly the phone as a phone and as a camera. I don't want to degrade anything- and there has been a lot of discussion here and elsewhere whether 4s users should upgrade. He does have Google Maps which has frequent updates, but not sure if any require ios8 or not.

Performance is good in general, but I do get some slowness on some complex web pages and email messages. LinkedIn is a good example. If you are looking for a particular feature in IOS 8 then I'd go for it. I'd probably go for it now in any case since I'm sure there are apps that aren't getting updated as long as you're running IOS 7.
