I have not noticed any performance degradation on my 4S since upgrading to IOS 
8.  I am running IOS 8.1.2.  

The bug I have found the most annoying is the inability to move apps out of the 
bottom row of the home screen.  However, this is really just an annoyance and 
not a show stopper for me, and it can be worked around.

VoiceOver will crash. You'll notice this because your phone will stop
talking to you and it will to appear to have hung. After a few seconds,
you'll hear "VoiceOver on" and everything will seem back to normal. This
only happens to me now two or three times a day. Like I said, it
wouldn't keep me from updating now that IOS 8 has been out for over
three months.

I'm not aware of anyone on this or any other list complaining about IOS
8 performance degrading their 4S. This was true when IOS 8 was first
released, but Apple has already addressed this in one of the IOS 8
updates. There were some people who were speculating that IOS 8 wouldn't
run well on the 4S, but like I said, I've been paying attention to this
issue as an iPhone 4S user, and I haven't seen anyone who's actually
moved up to IOS 8 on their 4S complain about any serious degradation.

I think you said that your iPhone 4S has 8G. This shouldn't be a problem
once you get the phone upgraded to IOS 8, since you're currently using
it with that much capacity and IOS 7, but it may be a struggle to get it
upgraded. IOS 8 will require around 5G of free space to upgrade  over
the air. You'll need significantly less space if you're upgrading with
iTunes from your PC/Mac.

Remember, I'm just one iPhone 4S user, and this is just my opinion. I'd
listen to other iPhone 4S users as well. Also, take note as to what you
read on this list and research on the web, but don't forget, that anyone
can post an opinion, so take anything anyone says who doesn't have
experience with IOS 8 on a 4S with a grain of salt.
