Christopher- My husband doesn't use Safari or email, so that's not a concern, 
but I did read some techie talk that the 4s might struggle with IOS8 regardless 
of what Apple says. What specific behavior is called a " VoiceOver restart"?

I'm running IOS 8 on my 4S. I have the same bugs that still afflict all IOS 8 
VoiceOver users regardless of the handset they're using. In addition, I suspect 
I still get VoiceOver restarts a bit more frequently than might be seen on 
other handsets. It isn't frequent though. 
Performance is good in general, but I do get some slowness on some complex web 
pages and email messages. LinkedIn is a good example. If you are looking for a 
particular feature in IOS 8 then I'd go for it. I'd probably go for it now in 
any case since I'm sure there are apps that aren't getting updated as long as 
you're running IOS 7.
