Christopher- My husband doesn't use Safari or email, so that's not a concern, but I did read some techie talk that the 4s might struggle with IOS8 regardless of what Apple says. What specific behavior is called a " VoiceOver restart"? Thanks for your reply.

If you are looking for a particular feature in IOS 8 then I'd go for it. I'd probably go for it now in any case since I'm sure there are apps that aren't getting updated as long as you're running IOS 7.
