If they were paired under the regular bluetooth setting, they will not work. The regular bluetooth setting is for everything but braille displays. They may show up there, but you really have to pair and/or forget them under the VoiceOver, Braille settings. Mine all have a more info button under the braille settings.

Granted, HIMS is a company who doesn't seem to understand how to update their own web site, but you should be running a firmware that starts with 2017. If you are still running one that starts with 2016, that could explain things with the iOS 13 update. I'm purely guessing here. But, press spacebar plus v and see what the firmware is. I have the latest firmware at work, though they HIMS should be able to get it to you if you need it.
