Considering that it is going on with more than one app, and considering that the two reported apps are memory / processor intensive, I am willing to bet the sluggishness has more to do with older iDevices. IPhone 5 has 1 GB RAM and an A6 processor. IPhone 4S has 512 MB RAM and an A5 processor, whilst iPhone 4 has 256 MB RAM and a slower processor than the 4S.
There was a drastic difference in speed, and much less delays when I upgraded to an iPhone 5. This is all expected behaviour and happens with computers as well.
