I think a better question is how the Nissan is better than the Chevy Volt, which was discontinued after 5 years for disappointing sales, possibly from failing to meet efficiency expectations.

In a plug-in hybrid either an electric motor or an ICE drive the wheels, or not?

The e-Power system uses just an electric motor to drive the wheels which makes it more quiet and fuel efficient than a plug-in hybrid.
The gasoline is used only for  an ICE generator to charge the battery.

The approach is not new but has never been carried out

But I think it is just right for the times we live in. It is
        currently available in Japan,
        but not in NA.
