Or else, in Kevin's version it could happen inside tubes due to 1D condensation. The jury is still out on that point. However, even if CNT do not promote LENR by themselves (internally), they could still serve the secondary purpose of powering the light source, and SPP formation - by accelerating electrons which then produce radiation in the visible spectrum. I wish we had actual data from Cooper (and Rossi) but it is understandable why this may not be forthcoming anytime soon.
