I was at a publishing/graphic arts conference at the time it was
announced, and my recollection is that it was a joint effort from Apple
and MS, but an MS guy gave a talk introducing the new format.
The audience was very hostile to the introduction of an unnecessary and
incompatible new format.
OTOH it pressured Adobe into releasing the algorithm for the encryption
that is built into Type 1.
