Hi Ronni, Daniel, I found the answer but I do not understand how it got that way or why. While I was looking for the files to move per your instructions I noticed something strange: com.apple.systempreferences.plist and com.apple.spaces.plist both were read only for my UserID. I only have that one UserID and have run Permission Repair many times. I have not used System Preferences for at least a year or two other than for my Screens and Desktops so I never noticed changes were not being saved.
Once I manually changed the permissions to Read/Write it worked fine... Many thanks to both of you, great stuff!
