On a fresh install of Small Business Server 2003 6 months ago even Windows
Update was blocked which I thought was kind of annoying.

That's what the Trusted Sites zone is for - you can set up a list of sites
on which you're willing to allow ActiveX and Javascript.

FWIW, a fresh install of Windows 2003 Server leaves IE set up with ActiveX
turned off for everything apart from Windows Update. Hopefully we can expect
to see more of this sort of thing from MS as time goes by :-)
